The WTO Expertise Center issued the lists up through April 2022 based on the legal actions taken by the governments of the nations listed below. After April 2022, Alta-Soft experts will update EU sanctions to reflect new sanctions packages.

 

The codes listed in the tables are provided for informational purposes solely because a large number of acts do not provide indications of precise commodity nomenclature codes. Restrictions may only apply to a portion of the commodities included in the aforementioned TN VED code due to a lack of specific information from the sanctioned nations.

 

Taking into account the 11th set of sanctions, the EU as of June 28, 2023

  1. The United Kingdom as of November 7, 2022; 
  2. The United States as of May 25, 2023; 
  3. Japan as of April 7, 2023;
  4. South Korea as of May 25, 2023; 
  5. And other nations as of April 13, 2022.

How may a product be independently located in the sanctions lists?

 

To independently determine whether the products are on the sanctions lists, you must:

  1. Ascertain the product's TN VED code. The TN VED Info website, Yandex, or Google can all be used for this.

Enter the search term "toothpaste" in the search bar on the TN VED Info website to find the product you're looking for. Find the most appropriate category in the search results, then note the first six digits of the TN VED code, which are 3306100000.

 

The following can be done to determine whether it is possible to ship electronics from the USA:

  1. If the code is on the penalties list, you should also confirm that it falls under one of the CCD Regulations' exclusions. After clarifying the ECCN number, which our Support Service will check for you, it is possible that the items can be sent if an appropriate category is discovered in the CCD Regulations list.
  2. It is most likely authorized for export if a six-digit HS code is not listed on the Part 746 Embargoes and Other Special Controls list, but we strongly advise that you check with our Customer Service, who will check the ECCN number for you.

Do not give up if the goods were discovered on the US sanctions lists! As long as the goods is not on the EU sanctions list, the brand is not American, and it is not covered by the US export control regulation (EAR), we will be able to import it from the UAE, Turkey, Canada, or Germany.

3. Verify the items using the TN VED code included in Council Regulation (EU) 2023/427, the list of EU penalties.

You can use the first six digits of the TN VED code to search for a specific product in this list, but you can also use the first four digits to search for product groups.

There is a generic group called "other astronomical instruments" with the code 9005800000, to which the telescope can also be assigned with a high likelihood, but it will not work to find a telescope in it with the code 9005800000.

If a product or group code is discovered, be sure to identify the type of regulation (for this, use the page's search function): a total prohibition or price restriction, as these will determine whether it is possible to ship goods from the EU.

 

If the code is not on the EU list, the product must also be checked against the US sanctions list using the algorithm outlined in paragraph 2 above.

You can only transport a product from Germany if its product code is not on the US list but is on the EU list, the brand is not American, it is not subject to US export control regulations (EAR), and its value does not exceed US sanctions.

 

In any event, we suggest you speak with the Support Service further because there can be restrictions on the product's price or other factors.
